IntroductionEdit

1. Sunday, April 11th, 1971, is a significant date in the development of bus transport services of Singapore. On this day, a bold step is taken to change, overnight, all the existing 130 bus services and reintroducing a revamped 130 rationalised routes, aimed at providing a direct and efficient service for bus commuters. The rationalised routes would minimise wasteful duplication of services, as well as providing direct services from point to point, thus saving time and money for the majority of the bus commuters, who now need not have to make time-consuming and wasteful transfers in order to reach their destinations.

2. Another significant feature to be introduced on April 11th, 1971, would be the introduction of the new fare structure of 10¢, 20¢, 30¢, 40¢ and 50¢ as the maximum. For this rate of fares, the passenger is entitled to travel for the following distances:—
10¢ — for any 4 or less fare stages travelled
20¢ — for 5-8 fare stages travelled
30¢ — for 9-16 fare stages travelled
40¢ — for 19-24 fare stages travelled
50¢ — for over 24 fare stages travelled

Students below 18 years of age will enjoy a concession flat rate of 10¢ for any distance travelled, up to 8 p.m. on production of their student passes.

3. In addition to this, public bus transport in Singapore would now be served by only 4 bus companies instead of the original 11. This is the result of successful amalgamation of the 10 Chinese bus companies into three groups, with the STC forming the fourth group. The companies providing these new services would be the Amalgamated Bus. Co. Ltd. (ABC), Associated Bus Services Pte. Ltd. (ABS), United Bus Co., (Pte.) Ltd. (UBC) and the Singapore Traction Co. (1964) Ltd. (STC). They would be identifiable by the following respective colours:—

ABC — Royal Blue,
ABS — Red,
UBC — Yellow,
STC — Green.

4. Briefly, the development and history of the bus transport services of Singapore from its humble beginning leading up to the amalgamation and the re-organisation of the bus transport services can be seen in the subsequent paragraphs.

5. In the early years of 1900, bus transport service in the city area were operated by a few hundred individual operators, each operating with a small number of "mosquito" buses with a capacity to carry 7 passengers. The failure of the majority of these individual operators of the "mosquito" buses to improve its fleet and to amalgamate successfully to form the Singapore Omnibus Services (SOS), led to the withdrawal of their licences to operate in the city area, which monopoly was subsequently taken over by the Singapore Electric Tramways Ltd. with offices in London, in 1902. The owners of the "mosquito" buses, which numbered about 456 in 1927, had thus to console themselves by forming into several small groups in order to enjoy the licences to operate in the rural areas. The groupings of these individual operators, in 1935 eventually led to establishment of the following 10 Chinese companies:—

Soon Lee Bus Co.
Ngo Hock Bus Co.
Tay Koh Yat Bus Co.
Green Bus Co.
Kampong Bahru Bus Co.
Paya Lebar Bus Service
Changi Bus Co.
Kampong Bedok Bus Co., and
Ponggol Bus Co.

6. Though the individual operators formed themselves into groups, they did not operate as a company but rather on the basis of each operator operating his own number of buses and enjoying his own share of the takings. The grouping was only an arrangement of convenience in order to obtain the distribution of the rural services which was done on a zonal basis, whereby licences were granted to groups rather than to individuals to operate within designated rural areas.

7. Sometime in 1925, the Singapore Traction Company, under the Management of the Shanghai Electric Construction Company, was formed to acquire the almost derelict industry from the Singapore Electric Tramways Ltd. The Singapore Traction Co. Ltd. came on its own in 1935 when the Shanghai Electric Construction Company relinquished its interests for a payment of $100,000. The Singapore Traction Company continued the operation of the city routes until 1964 when control of the management of the Company was transferred from London to local directors in Singapore, whereby the Company was registered as the Singapore Traction Co. (1964) Ltd.

8. As for the Chinese companies, they operated without any further change until the Japanese Occupation, when public transport services were temporarily brought to a standstill as all the buses were surrendered to the Japanese.

9. Immediately after the Japanese Occupation, the bus companies managed to recoup and repair whatever was left of their "mosquito" buses, and commenced operating the bus services. With the commencement of these services after the Occupation, the 10 groups of Chinese bus operators were required to register their companies and operate as such. The post war year also saw the introduction of another new company, namely the Easy Bus Co., which was the last of the Chinese bus companies to be issued with a licence to operate in the rural area. With the addition of this new company, and the amalgamation of the Soon Lee Bus Co. and Ngo Hock Bus Co. to form the Hock Lee Amalgamated Bus Co. Ltd. in 1951, the island companies and the STC. These 11 companies developed and progressed with the STC having monopoly of the city routes and the Chinese companies running their historical rural routes, without any further significant changes made in the structure and organisation of all the companies until April 11th, 1971.

When STC shuts its operations down in late 1971 due to great financial losses, the existing STC services were handed over to the other 3 public bus companies, namely, ABC, ABS & UBC, before the merger of the company to become Singapore Bus Services (SBS) in 1973.
